MEV-WEB: what every Quebec restaurant needs to know
The MEV-WEB is Revenu Québec's web sales recording module for the restaurant industry. Since June 1, 2025, every restaurant subject to the rules must transmit its data through a certified sales recording system compatible with the MEV-WEB and hand each customer an invoice produced by that system.
Since that date, using a certified sales recording system compatible with the MEV-WEB is mandatory for every operator subject to the rules.
According to Revenu Québec, most of the old physical MEV devices stopped working in August 2025 for security reasons.
Failing to meet the requirement exposes you to significant fines and penalties, as well as inspections throughout the year.
What is the MEV-WEB?
The MEV-WEB is Revenu Québec's online sales recording module. It replaces the old physical MEV devices in the restaurant industry.
Unlike the old physical boxes wired into the terminal, the MEV-WEB works over the Internet: your certified sales recording system (SRS) sends the data from each transaction directly to Revenu Québec and produces the required official invoices.
Since June 1, 2025, Revenu Québec requires every operator subject to the rules to use a certified SRS designed to communicate with the MEV-WEB. Older systems built to work with the physical MEV must no longer be used, according to Revenu Québec's official list.

Who is subject to mandatory billing?
According to Revenu Québec, this applies to all operators of a restaurant establishment registered for the QST.
Main establishments concerned
- Restaurants and bistros
- Bars, pubs and clubs
- Cafés and snack bars
- Catering services and takeout meals
- Tourist accommodation establishments (inns, B&Bs) with food or bar service
- Theme parks and similar venues offering meals
Other operators concerned
- Wineries, cideries and other producers of alcohol or spirits
- Event organizers in a venue covered by a reunion permit
- Event organizers in a venue other than the one covered by their alcohol permit
- Anyone who habitually makes taxable supplies of a good or service in a bar
Exception: a public service body that is a small supplier is not subject to the rules.
Key deadlines to know
Certified MEV-WEB SRS required
Since that date, every operator of a restaurant establishment covered by the mandatory billing measures must:
- Transmit transaction data through a certified SRS designed to communicate with the MEV-WEB
- Hand each customer an invoice produced by that same certified SRS
Revenu Québec quote: "Since June 1, 2025, as an operator of a restaurant establishment covered by the mandatory billing measures, you are required to transmit your transaction data to us using a certified sales recording system (SRS) designed to communicate with the MEV-WEB."
The old physical MEV devices no longer work
The old physical MEV devices stopped working in August 2025 for security reasons. Keeping an old MEV does not replace the obligation to use a certified SRS compatible with the MEV-WEB.
If you still have a physical MEV, you are not compliant. You must contact Revenu Québec and equip yourself with a MEV-WEB certified SRS without delay.
Revenu Québec quote: "You must not keep your MEV as accounting records, because most of these MEVs stopped working in August 2025 for security reasons."
The consequences of non-compliance
Revenu Québec can step in at any time. Its inspectors carry out enforcement activities all year long in the restaurant sector.
- Administrative penalties: $100 to $300 per offence found
- Criminal fines: $300 to $250,000 depending on the severity of the offence
- Up to 6 months in prison in serious cases, combined with a fine
- Inspections carried out continuously throughout the year by Revenu Québec inspectors
How to comply with the MEV-WEB
Revenu Québec requires you to meet five main obligations, as published on their official site.
1. Get and set up a certified SRS
Choose a sales recording system on the official list of MEV-WEB certified sales recording systems from Revenu Québec. Make sure the equipment is working properly.
2. Transmit transaction data
Your certified SRS must automatically send the required information to Revenu Québec for every transaction recorded in your establishment.
3. Give an official invoice to every customer
Each customer must receive an invoice or credit note produced by your MEV-WEB certified SRS. This obligation applies to every transaction.
4. Follow sector-specific rules
Some rules vary by type of establishment (bar, catering, terrace, room service, and so on). Your certified SRS and your DPS advisor guide you through these specifics.
5. Keep your records for six years
Keep all your records and supporting documents for six years after the last year they relate to. For old physical MEV devices, also keep a backup copy of their data for the same period.
